International Students


An international student record in SEVIS (Student and Exchange Visitor Information System) can be terminated for a numbers of reasons (absent from country, the student did not resume the full course load, etc.) When a DSO terminates a record, the student must either apply for reinstatement or leave the country.

Applying for Reinstatement

  1. To apply for reinstatement the student must submit the following documentation:
    1. New I-20 with original signatures (DSO and student).

    2. Form I-539 and fee (write the word “REINSTATEMENT” on top of the form in addition to checking the 1.c. box in Part 2 of the form).

    3. A letter from the student explaining the situation and requesting a reinstatement.

      The letter should establish convincingly that the violation resulted from circumstances beyond the student's control or relates to a reduction in course load that would have been within the DSO's power to authorize. If related to a failure to obtain a reduced course load authorization, the letter will also have to establish the nature of the extreme hardship the student would face if reinstatement were not granted.

    4. A letter from the DSO recommending the reinstatement (not required). Necessary if the termination was the result of DSO’s mistake.

    5. Copy of the new financial support documents that demonstrate that the student is able to pay for studies in the US.

    6. Student’s original form I-94.

    7. Copy of identity pages of student’s passport.

    8. Any other supporting information that will help support the nature of violation. If the student has been in status for more than five months, provide reasons why the student should be granted reinstatement.

    9. Documentation supporting that the student is pursuing a full course of study (current class schedule).

    10. An official and current transcript from Hawkeye Community College.

    11. Proof of payment of the SEVIS I-901 fee, if the student has been out of status for five months.

Important Notes

  • Make sure you keep a copy of ALL documents that you send out to the USCIS Service Center for future reference.

  • Send the documents with the postal service that will require a receipt.

  • In case that USCIS denies the request for reinstatement, the student cannot appeal and must leave the country immediately.
